massachusetts has had a complicated history with mental health legislature; as i mentioned once while working on drop-out, it has had extremely high and rising homelessness rates. hand-in-hand, it has also had a large rise in drug abuse rates, largely opiates.
what's followed for some decades due to this has been a back-and-forth between politicians creating legislature that allows for more free detainment and imprisonment of addicts who can't be convicted on charges through institutionalization, and backlash advocate groups demanding legislature that protects and regulates the rights of those institutionalized -- massachusetts is a large hub for bioethics advocacy groups in general, due to the presence of harvard university.
so if you're still confused: here, kim is being given a list of rights that she has protected by massachusetts law, information which is legally required to be provided to patients regardless of whether they ask or not.

(also, yes, i am aware that it's "miranda rights" and not "miranda's rights.")
